A test for these claims
Can the person say what the theorem assumes, and show that their system meets it? Consciousness is a field where big words (Gödel, topology, Kleene) get borrowed as analogies much faster than anyone checks the conditions.
“Ambition getting ahead of rigor” is common and forgivable. The danger starts when it is published as if the rigor were already there.
